I received your update but don't understand the instructions. The components are in the proper place. What do I do next? I don't understand what you mean by keyboard layout.

From the input menu, choose an item that's a "flag". Then log out and in again.

Also open Mac Help and search for "input menu" and "keyboard layout". These are parts of the Mac OS that have been around since System 7.6 or so - over a decade. It's good to learn what they are, and Apple's documentation is where to find out.
